Frederic Conar “Rick” Foley was born August 13, 1946 in Clay Center, Kansas. He served in the U.S. Air Force, learned Russian, and was stationed in Turkey and Japan. He studied at San Angelo State, Loyola University, and Johns Hopkins University. Rick worked as a consultant and instructor, known for his dedication, curiosity, and support for others. He married Beverly Klimkowsky in 2003, loved home improvement, and shared a strong Irish heritage. He is survived by his wife, stepdaughters, sister Doree Bryant, and nephew Andrew Joiner.
